The "Trial Measures" innovatively proposed a new incremental indicator allocation model for the "Environmental Environmental Yaohao Auction" with an allocation ratio of 1:5:4. In other words, within the period of one year of implementation, the city’s mid- and small-sized passenger vehicles will have an increase of 120,000, which will be allocated according to the ratio of 1:5:4. The Guangzhou Transportation Work Leading Group Office stated that the new "distribution" model is conducive to the realization of low-carbon environmental protection, social fairness, and solving the rigid demand of the three win-win situation.

According to the "Trial Measures," new energy vehicles purchased after July 1 and hybrid vehicles with a fuel saving rate of over 20% will be subsidized by the municipal government at the rate of 10,000 yuan per vehicle and may apply for a shake. Unsuccessfully allocated energy-saving and new-energy vehicles will be re-adjusted to include the increment index of ordinary vehicles into the Yaohao, thus increasing the number of new energy vehicles in the lottery.

The "Trial Procedures" also made it clear that ordinary vehicle indicators are used for medium-sized and minivans and small passenger vehicles with a displacement of no more than 2.5 liters. At the same time, in order to increase the applicant’s shakeup rate, units and individuals can only choose to participate in environmental protection, shake, or bid in one direction to obtain indicators.

Prior to June 30, the Guangzhou Municipal Government had announced that it would try to control the total amount of small and medium passenger buses throughout the city (ie, "limitation order"); on July 10th, it will issue "Implementation Rules" and conduct trials for one year in the "limited license" of automobiles.
