According to the deployment of the Ministry of Environmental Protection, the “heavy code” treatment of motor vehicles will further increase the intensity of work, fully implement the total control of motor vehicle nitrogen oxides, and effectively strengthen the environmental supervision of the whole process of production, use and elimination of motor vehicles.
The reporter noted that at this year's local two sessions, motor vehicle pollution prevention and control is one of the hot topics, and increasing the pollution prevention of motor vehicles has also become the focus of environmental protection work. Among them, Tianjin will further promote measures for the prevention and control of motor vehicle pollution in six aspects.
Tianjin Municipality is required to organize all districts and counties to conduct exhaustive inspection of all 220,000 diesel vehicles through the motor vehicle inspection line in the jurisdiction, and to provide 40,000 national three heavy-duty diesel vehicles in the city including public transportation, sanitation, concrete mixing, passenger and cargo transportation, etc. Conduct manual household inspection and enforcement. The city is equipped with 18 sets of fixed gate stations and 19 remote sensing monitoring vehicles.
In the deployment of air pollution prevention and control in 2016, Beijing requires strict supervision and exhaust emission supervision for foreign heavy-duty diesel vehicles, and the development of a six-loop inner driving scheme for foreign-invested heavy-duty diesel vehicles.
According to the above experts, motor vehicle pollution has regional mobility, and there is an urgent need for coordinated control and uniform standards between regions.
To this end, the Ministry of Industry and Information Technology requires that since April 1, 2016, all imported, sold and registered light-duty gasoline vehicles, light-duty diesel buses, heavy-duty diesel vehicles (only for public transportation, sanitation, postal purposes) must be used in Beijing, Tianjin and Hebei. It complies with the “National V” standard for motor vehicle emissions.
The pace of motor vehicle pollution prevention in other provinces is also accelerating. In January 2016, the Guangdong Provincial Environmental Protection Department and the Public Security Department jointly issued the Notice on Further Strengthening the Prevention and Control of Motor Vehicle Pollution, and deployed the prevention and control of motor vehicle pollution in the next three years. Among them, strengthening the environmental protection supervision of motor vehicles in use and increasing the elimination of yellow-label vehicles are important work contents.
