Implement differentiated charges for related enterprises (processes, EQUIPMENT, products, etc.) listed in the national and municipal restricted and eliminated categories. Among them, the sewage-related fees shall be collected for the enterprises related to the elimination of the relevant enterprises at the rate of 2 times of the charging standard, and the sewage charges shall be collected for the relevant enterprises of the restricted enterprises at 1.5 times the charging standard.
The Shanghai Environmental Protection Bureau said it expects to reduce the total amount of industrial VOCs in the city by more than 50% by the end of 2017. The use of sewage charges strictly implements the “two lines of revenue and expenditure”. The collected sewage charges are all turned over to the state treasury according to the requirements, and are included in the general public budget management of the finance.
